I've got a confession to make. It was me.
I was the one who gave Oliver the super secret password to the Society of Feline Gardeners. Yeah, I know. I have a reputation as the family gossip. Jonesie trusted me with the password and until now I have NEVER EVER revealed it.
The little dog is evil. He manipulated me into giving it to him.
He looked at me with those eyes. Yeah I know, I should have been able to resist, but I couldn't.
I know I've seen that look before. I knew how dangerous it was. But I couldn't quite place it.
By the time I recognized it, it was too late...
And the password was his...and then he chased me!

Well, thanks for at least clearing up the mystery of how Oliver got the password. Now you will all have to deal with the problem, but so long as you can make him "earn his keep" in the garden, I think it will all work out okay.
